Criteria
- Available to graduates of all six secondary high schools within the Northshore School District.
- Open to those living or employed within the Northshore School District who hold a G.E.D. or high school diploma.
- Financial need is a primary consideration.
- Applicant intends to achieve a bachelor’s degree or to become accredited in their field of study.
- Applicant to provide transcript or letter of recommendation displaying potential for success through higher learning.
Requirements
- The scholarship seeks candidates whose potential fields of study include, but are not limited to, Psychology, Nursing, Substance Abuse and Mental Health Counseling, Behavioral Science and Social Work.
- Finalists will be interviewed by a team comprising of, or appointed by, the Hughes family and Woodinville Rotary Club.

About the Sponsor
BETSEY HUGHES---The scholarship is given in memory of Katherine Elizabeth (Betsey) Hughes, a 1980 graduate of Bothell High School. She also attended the Secondary Academy for Success (S.A.S.). The award is made possible through a memorial scholarship fund established by Woodinville Rotary Club, friends of the Hughes family, and by supporters of the state chapter of the National Alliance for the Mentally Ill (NAMI). Betsey was a frequent volunteer at the Northshore Senior Center, worked in the family newspaper business and attended Shoreline Community College and Western Washington University
BOBBY SKINNER---The scholarship is also awarded in loving memory of Betsey's nephew Robert Eugene (Bobby) Skinner. He died in August of 2019 at age 22 the result of a tragic and senseless gun accident while attending Boise State University where he was majoring in Business. His lifelong love of youth hockey took Bobby to Boise where he became a member of the BSU Broncos college hockey team . A memorial established in Boise in his name was established by hockey boosters there. His parents, Robert and Patricia Hughes Skinner of Seattle are working with "Kracken" fans of the city's new NHL franchise in establishing a memorial fund supporting youth hockey in the Seattle region
MARGARET (NAN) HUGHES---The scholarship is also given in memory of Betsey's mother and Bobby's grandmother. She and her husband published the Northshore Citizen weekly newspaper after moving to Bothell in 1961. She is a graduate of the University of Washington with degrees in History (BA) and masters degrees in the fields of education, librarianship and women's history. She taught high school in Bothell, Blanchet and Lake Stevens and college courses at University of Puget Sound and University of Washington. She was instrumental in the start of the Bothell Historical Museum and worked for the King County Library System as a reference librarian. She died in late 2021 at the age of 83.
